Early assessment and a structured, process-driven approach to pollution risk provide the greatest opportunity to save time, reduce costs, safeguard the environment, and protect the reputation of your company. This is what we refer to as a Rain Ready® approach.  

Planning good surface water management pre-start will typically involve input from Contracts Managers, Quantity Surveyors and Site Engineers. 

Pre-construction checklist 
  • Assess risk early – carry out a Settlement Test to assess silt pollution risk from site. 
  • Assess regulatory requirements – early assessment of regulatory requirements will help ensure your project is legally compliant.  
  • Develop a strategy to manage surface water – a good plan will account for how water is received, stored, transported, treated and discharged from site and consider value engineering options over the project life cycle.  
  • Create a budget managing silt pollution does not need to be expensive. Ensure a QS is reviewing ‘cost of treatment’ on a whole project basis and reviewing options carefully. 
  • Develop a simple monitoring plan establish water quality monitoring where water leaves the site and create an inspection and maintenance regime for pollution controls.  
  • Communicate and implement the plan if stripping soil, risk is present from day one. Make sure responsibility is taken for implementing pollution control measures from the start of the project and ensure the site team have had a sufficient handover and briefing.

What needs to be considered?

Construction sites are constantly evolving, so it’s important to regularly review silt control measures to ensure they remain effective, are properly maintained, and are suited to the specific pollution risks on site. It may also be necessary to respond swiftly to pollution incidents by implementing appropriate water control and treatment measures.  

Construction phase checklist 
  • Ensure the Surface Water Management Plan has been implemented – make sure all staff understand their roles and responsibilities and have had appropriate silt control training.  
  • Put a monitoring plan in place – and ensure resources are made available to regularly check water quality leaving the site.  
  • Implement a plan to inspect silt control measures – this ensures they remain effective. Monitoring after a rain-fall event is a good test of efficacy.  
  • Ensure a system is in place to present feedback in the event of silt control failures – this will allow you to implement improvements.  
  • Make sure your control measures are Rain Ready® at all times – a planned approach to silt control will save you time, money and protect the environment.
